China denies incursion in Arunachal
BEIJING, Sep 26: China on Monday refuted reports of its troops crossing into Arunachal Pradesh saying that the Chinese military abides by the bilateral agreements reached with India concerning the Line of Actual Control (LAC).
"China's position on the boundary question between India and China is consistent and clear. The boundary between the two sides is yet to be demarcated," Geng Shuang, spokesman of the Chinese Foreign Ministry said replying to question about reports of incursion by Chinese troops in Arunachal Pradesh on September 9.
"We are engaged in dialogue and consultation to properly address differences in this regard," he said.
About the incursions, he said "the border troops of China always abide by agreements of the two sides and strictly follow the bilateral agreements concerning the LAC".
"We hope the Indian side will work together with us to maintain peace and tranquility in border areas and strive to resolve the boundary question at an early date," he said.
While both sides in recent years have managed to reduce tensions between the troops patrolling the disputed areas with various mechanisms, China has not responded positively to India's proposal to demarcate the 3,488-km LAC to avoid border tensions.
The two countries have so far held 19 rounds of boundary talks led by Special Representatives.  PTI

Swachh India, still a distant dream

Swachh Bharat Mission is one of the most important projects initiated by the Narendra Modi government. Immediately after occupying the office of Prime Minister Modi took up Swachh Bharat Mission in big way. Massive publicity has been carried out and government has pumped in huge money towards Swachh Bharat Abhiyan (SBA). But desired results have not been achieved and Indian cities continue to remain dirty. The situation in rural India is also matter of deep concern.

In the year 2015-16, the union government claimed to have built over 80 lakh toilets across India. This is a big effort by the government to stop the open defection especially in rural areas. But just construction of toilets will not solve the problem. Government faces massive challenge of bringing behavioural change. According to the World Health Organization (WHO) and UNICEF joint monitoring programme, 61 percent of rural Indians defecated in the open in 2015. It seems like government of India too is realizing the mistake and are roping in famous celebrities as brand ambassador of Swachh Bharat Abhiyan. On Monday government launched fresh media campaign for Swachh Bharat Mission. The campaign features actor Amitabh Bachchan and cricketer Sachin Tendulkar. Government also claimed that it has set a target of toilets in every household by 2019. It is an ambitious plan but can be achieved if the government agencies really pull up the sock. But there is need to organize more awareness campaigns at grass root level. Also state government will have to play a major role for the success of Swachh Bharat Mission. There should be better coordination between centre and state for the success of this important mission.

Work for human development

Dear Editor,

This refers to the report, "PM warns Pakistan Uri attack will not be forgotten" (A. Times, September 25). Indeed, India cannot forget Uri. She cannot forget Una either. In fact, there is no difference between Uri and Una. These two gory incidents showcase how divisive forces are bent on destroying the integrity of our country. India should launch diplomatic war outside and go to war against prejudices like casteism and untouchability that are corroding national fraternity within our own backyard. It is also time to start the work for human development on a war footing for inclusive growth so that unity for all the Indians can be built on the solid foundation of education and employment.

Upgrade pay

Dear Editor,

Through the column of your esteemed daily I would like to share the problems of Grade Pay in the post of Computer Operator’s under Govt. of Arunachal Pradesh. In order to decrease the number of grades, the 6th Pay Commission combined all the different grades between Grade Pay 1300 to Grade Pay 1800 into a single grade – Grade Pay 1800, thereby wiping out the entire Group ‘D’. As a result, everybody became Group ‘C’ employees. Even those who lacked the minimum education levels, illiterates and everybody else were lumped into Group ‘C’.

Their Grade Pay was also raised to Rs. 1800. But, at the same time, employees working as Computer Operator under Govt. of Arunachal Pradesh, who have a minimum educational qualification of Class XII with Diploma in Computer Application or Diploma in Computer Science or Bachelor of Computer Application (BCA), were not given any upgrading. Instead, they now had to share their grade with lesser-qualified former Grade ‘C’ or ‘D’ employees like as Driver under Govt. of Arunachal Pradesh vide recent order No TPT(A)01/2015 Vol-II/849-63 Dated 20th September 2016 for increase of Grade Pay 1900 to 2400.

The next huge trouble originated from the MACP. Those who didn’t get any promotion for years are given career upgradations through MACP. Computer Operator’s who didn’t get any promotions in the entire service were given their next grade pay, from Rs. 1900, their pay rose to Rs. 2000. The increase of mere Rs. 100 turned out to be a huge disappointment.

Grades are decided based on the educational qualification of the employees. A Computer Operator possesses a minimum educational qualification of Class XII and also has some technical qualifications or Diploma in Computer Science or BCA . The basic salary of a Computer Operator is just Rs. 5830 + 1900 = Rs. 7730.00. We want it revised to Rs. 2400 + 7510 = Rs. 9910.

Therefore, it’s my humble request to appropriate authority of the State Government and CoSAAP to upgrade the current Pay Scale-Grade Pay of the Computer Operator’s as early as possible please.

Yours,

An employee

Arunachal is already an Organic State

Dear Editor,

The government of the day appears to be keen on promoting Arunachal as an Organic State. To that end 5000 (five thousand) hectares of land is contemplated to be undertaken as Organic cultivation. And MOU has been signed with Certification Agencies. 82% of indigenous forest land is already organic and only 15% of land is declared to be inorganic.

Therefore, the only thing to be done by the state government is for ensuring Common Certification to the organic farmers to encourage them in their endeavour to earn their livelihood in a sustainable and eco-friendly way. The next thing to be initiated by the government is to educate the farmers about the ill effect and hazard of the use of chemical and pesticides. To ensure that does hazardous substances are not used by the farmers awareness campaign needs to be initiated at the highest level by distributing pamphlets, conducting seminars, meetings, and workshop in Schools, Colleges, Universities, Village Darbars and Community Halls.

If that is executed in a successful manner Arunachal will be the number one Organic State in India. And to encourage the farmers to that end Common Certificates needs to be issued on the initiative of the state government. An awareness campaign on war-footing is the need of the hour to ban use of chemicals, pesticide and round-up especially in the Siang Belt, where there are rampant uses of such poisonous Chemicals.

India needs to protect her inner assets

Dear Editor,

India’s greatest challenge of dealing with Pak-China evil nexus in recent times will be continue working on her economy, building stable infrastructure and technology platform within the nation, keep developing strong diplomatic relationship with other countries including major global powers and strengthening and modernizing the army, navy and air forces. These could not be achieved overnight and hence the government will need to focus on this constantly. In spite the failures of the Indian democracy in reaching every corner of this vast and dynamic nation and to cater to all the people particularly the rural poor, failures in giving justice to the poor, high levels of corruption, political instability, insurgency issues and procrastination; the world’s largest democracy has been able to keep together as one nation and made significant progress in various realms. Off course this is not sufficient and more need to be done than it has been achieved; India needs to remember that the repeated attempts of destabilizing the country and insurgency attacks are only attempts of enemies of India like Pakistan and China to stop India’s economic progress and global ascend a s a super power. As the world is silently watching and no one is really going to come to help India, the nation and her people have to stand up to their enemies by themselves. If Indian continues to have the impressive economic growth rate she has achieved recently and attract more freeing investments to her shores, the nation is only going to be stronger and formidable in the coming future. Differences like sharing water among states, inter and intra- state rivalries are only going to weaken the framework of this great nation and Indian civilization. Everyone has to come forward and play their part not just the ruling government and the army to protect the integrity and security of the nation.

Pakistan and China will continue to poke India in her eyes but India needs to protect her inner assets with all her strengths. The attacks on the vulnerable army bases can never have happened without covert support and intelligence leaks from deep inside the Indian armed forces. The nation should ask for the resignation of the failed Indian Army Chief for his repeated failures in giving security to his fellow soldiers forget about the security of the ordinary civilians. A nation cannot be militarily governed by sitting in air conditioned chamber in New Delhi. I barely see reports of the Army Chief travelling across the nation other than doing press conference and providing lip services. If the highest army official is so incapable in handling the pressure of protecting the nation, the impacts on the ground forces will be considerable and alarming from the perspective of the long team security of the nation. There is no attempt to identify the traitors within the army, navy or air force for leaking sensitive information to the enemies of the nation. It seems someone in high position is protecting such traitors operating within the armed forces and to my sincere belief these are not ordinary jawans or sailors but high ranking army, naval and air force officials. India has to be prepared for the next attack and the first step is removing an inefficient Army Chief and replacing him with a more capable and dedicated individual towards national security. If the person at the top of the organization is high performing and dedicated , the whole organization will be transformed; else the nation has to think of deep loses in the future. Non-performing officials has to be removed immediately for the long term future of the nation. This is the motto in every developed nation and India needs to adopt that.

MOU violated

Dear Editor,

Through the column of your esteemed daily, I would like to bring notice to the department of the Water Resources Division, Pasighat that MOU/MOA was signed on 12th November,1997 between land owners and Department of Industry with local administrator, East Siang District, Pasighat to provide contract works to the land owners. However, numbers of work has been given to the outsiders, seriously violating the deeds of agreement and commitments. Henceforth, the youth association and land donors have strongly resolve to bring this deed of agreement into reality.

Therefore, Industrial Growth Centre Complex Youth Association (IGCCYA)  strongly appeal for cancelation of the recent tender notice which was published on September 22  for renovation / upgradation work of IGC Niglok-Ngorlung and award the work to the indigenous people who are land owners and local youth of industrial complex.
